Vacant Property

A property is deemed vacant under the following circumstances: it is unoccupied or not regularly used by the owner, tenant, owner's agent, or another authorized individual for the customary purposes for which the building is intended and legally permitted; or it is only partially occupied. (Ordinance 7-2005)

Vacant Building Lot Registration

Commercial, Utilitarian, Industrial, and Multifamily Residential Buildings 

Whenever any commercial, utilitarian, or industrial building in the City becomes vacant, then the owner shall register the building as a vacant building within 30 days of when it became vacant.

Mixed-Use Residential and Commercial Building

Whenever the commercial portion of any mixed-use residential and commercial building becomes vacant, then the owner of such building shall register such portion of the building as a vacant building within 30 days of when it became vacant.

Single-Family Dwellings

Whenever any building designed as a single-family dwelling becomes vacant, then the owner of such building shall register such building as a vacant building within 30 days of when it became vacant.

A vacant building must be registered even if the building is offered for sale or lease.

If a vacant building contains one or more of the defects described in the Building Officials and Code Administrators (BOCA) Property Maintenance Code, as amended, then the owner of such building shall submit a vacant building plan with its vacant property registration or within 10 days of notice from the City that a vacant building plan is required.
