Notice to Vacant Property Owners

Dear Vacant Property Owners:

The City of Mount Rainier Code Compliance Division has assessed the following addresses listed as vacant for Fiscal Year 2023. Owners of vacant buildings and lots are obligated to register their properties with the City. Per Code Ordinance Chapter 3B Vacant Building & Vacant Lot Registration Section 103 Definition. (F) A vacant building shall mean a building that is:

1.          empty

2.         not occupied or used by the owner, tenant, agent of the owner, or other person having the permission of the owner on a regular and habitual basis for the usual and customary purposes for which the building is designed and lawfully permitted

3.          partially vacant as specified in Section 3B-I 04A. 2 below. When determining whether there is a [vacancy], the following shall be considered:

1.          Electrical: gas or water meter either not running or showing low usage.

2.          Accumulated mail

3.          Neighbor complaint;

4.          Insufficient furniture observable:

5.          Open accessibility;

6.          Deferred maintenance, including loose or falling gutters, severe paint chippi11g, or overgrown grass; and

7.         The building is boarded up.

If your property is currently identified as one or more of the above descriptions, it is your responsibility to register your property with the city. A vacant building must be registered even if the building is offered for sale or lease. The fee for the vacant building and lot registration is set forth in the City of Mount Rainier Schedule of Fees and is assessed bi-annually (July - December & January -June) with the exception of vacant lots billed annually during the fiscal year as set for by Section 3B- 106B.

The City of Mount Rainier Finance Department, in conjunction with the Code Compliance Division, is currently mailing out all invoices and registration forms to all identified properties listed & affected by this notice. If you should disagree with the classification or term of the period(s) for the property being listed as vacant as per City Code, please contact the Code Compliance Division to request an application for an exemption or termination of vacant classification.

Failure to comply with this request will result in a municipal infraction in accordance with the City of Mount Rainier Code Ordinance Chapter 3B Vacant Building & Vacant lot Registration Section 106E. If you have any questions or concerns regarding the assessment or billing, please contact the Finance Department. Should you have questions or concerns regarding property classifications please contact the Code Compliance Division, Monday through Friday during regular business hours from 9:00 am — 5:00 pm.
